The publication “Spain–China: Strategic Partnership for Mutual Understanding”, coordinated by Daniel González Palau and Raquel Isamara León de la Rosa, examines how sub-state actors have become increasingly relevant in the bilateral relationship, acting as driving and structural agents. The work also analyzes the impact of the Spain–China Comprehensive Strategic Partnership since 2005, as well as the current Spain–China Action Plan 2025–2028, which aims to elevate bilateral relations after decades of friendship and exponential growth.
The report, featuring leading analysts, provides a broad overview of decentralized cooperation between China and Spain, including case studies from regions such as Catalonia and Navarre. In addition, several articles explore the bridges created by university connections, think tanks, and civil society. Finally, the publication examines the potential of triangular cooperation with the Ibero-American world, incorporating case studies on decentralized cooperation between Mexico and China, and Brazil and China, as well as the role of Macau.
